How can it be ? Well easy these neo nazis are using the medias they control see the testimony of left journalist of Texas Observer in previous thread.

The government of Bangladesh has submitted a bill seeking legal immunity for multilateral lending agencies, especially the World Bank on 31st October 2004 in the national parliament. Finance Minister M Saifur Rahman introduced the bill titled “The International Financial Organisations Order (Amendment) Act 2004”.

According to the press report (New Age, 1 November 2004) the said minister although admitted that there was no precedence of such immunity nevertheless insisted for it. The above bill described that, “The Bank shall enjoy immunity from every form of legal process...no action shall be brought against the Bank, by any agency, or by any entity or person, and there shall be recourse to such special procedures for the settlement of controversies between the Bank and the government or the agency or entity or person as the case may be....Property and assets of the Bank shall wheresoever located and by whomsoever held be immune from all forms of seizure, attachment or execution, before the delivery of final judgement against the Bank.” No legal action is allowed against the activities of employees as long as they act in an official capacity at the directive of the lending agency.


The International Monetary Fund (IMF) and the Asian development Bank (ADB) were given immunity earlier in 1972 and 1973; the World Bank was then given the partial. Now the government of Bangladesh has taken an initiative not to correct the wrong but to complete the wrong, to give full immunity to the World Bank.

The World Bank formally asked the government for the legal immunity about three years ago. It was reported that the World Bank (WB) became impatient to get a complete immunity in Bangladesh. Why? What it has done for which it needs immunity to save its skin? Why the government is moving fast to give complete immunity to the World Bank? Why the government needs to protect the Bank? What makes the champion of transparency and development nervous of the court and public scrutiny? Is it only to keep reported internal irregularities under carpet or more? We are concerned for reasons I would like to explain.

The Projects of Development or Destruction?

Since 1972 the World Bank along with IMF, ADB and other international agencies has been playing a leading role in formulating policies and monitoring implementation of its agenda. In different ways it has been working to influence the direction of the economy of countries like Bangladesh according to the needs and ideology of global power.

We have thousands of projects conceived and monitored by the World Bank and/or its allies in different fields. The projects for energy development, poverty reduction, forestation, flood control and irrigation, education, health, industry, financial sector and what not? We are made overburdened by loans and our hard earned currencies go to pay the interest every year. But what brings the projects? What results came from these projects? We have plenty of projects and we have increased number of people living under poverty line, we have permanent water logging and more frequent floods after implementing several flood control projects, we have arsenic in the water around the country after successful and failed implementation of projects of ground water, we get monocrop after losing diverse agriculture and poisonous production boom through implementing projects in agriculture, we lost our authority over our natural gas resources and we now pay more for gas and electricity after implementation of energy projects, we find huge coastal area permanently damaged after implementing shrimp projects, we find loss of natural forests because of implementing foreign currency earning projects, we have vulnerable public sector education and health to see growth of handicapped but expensive private sector, we find basic industry like steel mills and large jute mills closed after implementing projects concerning growth and industry! People have been suffering, material and human loss is unaccountable. People of Bangladesh are made more indebted for these projects and made more vulnerable. But, we know, there are beneficiaries of these projects. The rich and powerful, local and foreign, have gained a lot from these. The vulgar growth of super rich in a ‘poor’ country has direct links with these projects.

Then who will be accountable for these projects? What about the evaluation of the past not to repeat disasters? No money, no initiative from the powerful for that. Projects, bigger is better, bring money, bring beautiful cars, and give fatty lives to consultants, commission agents-ministers-bureaucr ats and business elites. Projects like the above ensure market for big corporate bodies, projects helps to expand space for them, it gives life time heavenly life for international consultants and bureaucrats of the agencies like the World Bank. In the latest move by the agency, PRSP (read: poverty re(pro)duction strategy paper), a new comprehensive assault on the people is on the making in a similar line of the ‘development efforts’ so far. The local beneficiaries are also excited about that.

Steps Towards Grabbing

We have plenty of records to show the real direction of the projects and the face of the development agencies. I discussed earlier on manufacturing sector (“Closure of manufacturing units and the victory of Anti-Industrial Development Projects”), water and flood control projects (“Projects of Mass Destruction”) and on Foreign Direct Investment (Global coalition and FDI) where I found the World Bank as a key player. Here let me shed some light on a specific area: energy sector the area of power and natural gas to understand the steps of the agency.

First elaborate discourse by the World Bank on Energy sector of Bangladesh was made in 1982. It was a report of the Joint World Bank/UNDP Energy Sector Assessment Program. The report was kept secret in the same line with most of other reports of these agencies. This report was based on the findings of the Energy Assessment Mission undertaken during October 1981. The report seemed certain about the size of the gas reserves, even though no scientific analysis was cited. Even 10tcf gas was considered as “substantial economically recoverable natural gas reserves” and according to their estimate “at present consumption levels would last for several decades.” The report also suggested creating atmosphere to entry of multinational oil companies. Moreover, it continued, since “the supply of gas is likely to remain well in excess of Bangladesh’s expected internal needs for a substantial period of time” they offered different export options including “export gas through a pipeline to India”. So, the issue of disastrous production sharing contracts and exporting gas is not a recent phenomenon, the option was prescribed two decades ago by the World Bank et al.

A similar scenario can be seen in power generation and distribution. How the Government, Rural Electrification Board (REB) and Palli Bidyut Samity (PBS), have been coming into terms and where the World Bank and its window International Development Association (IDA) stand in the process are the matters of importance to understand the ‘development’ in Power sector. Both REB and PBS were born through earlier projects. Agreements with IDA and undertakings obtained from the government might help in this regard. According to the agreements, the report of the World Bank of 1982 says, “(1) GOB will lend Credit proceeds to REB, and REB will transfer assets to PBSs, on terms satisfactory to IDA, and the local component of project cost will be provided by GOB to REB as a grant.... (2) GOB will cover any deficit from REB’s operation in future. (3) GOB will initially subsidize the difference between an agreed bulk tariff for BPDB supply to PBSs, and PBS payments based on their ability to recover costs, according to a formula satisfactory to IDA. (4) GOB will submit to IDA, by December 31, 1982, a satisfactory formula to calculate and adjust the BPDB bulk tariff to PBSs, and BPDB to implement it thereafter”. The agreement confirmed all conditionality of the World Bank to begin a ‘power transmission network’ with the Government and the BPDB as the bearer of all excess costs ‘satisfactory to IDA’. Huge subsidy from the people to the corporate bodies!

In October 1996, as a follow-up of similar other projects, the Government of Bangladesh approved a private sector power generation policy (PPGP). Its essence was that new power generation capacity would be created through multinational corporations in power sector usually called as Independent Power Producer (IPP). And the new power generators would be constructed on a Build- Own- Operate (BOO) basis. Although there was “absence of prior experience by the Power Cell (a newly set window under energy ministry, GOB) in dealing with IPP projects” projects have been taken temporarily by the Bangladesh Power Development Board (BPDB) “in inviting and finalizing bids from IPPs”. Finally, the World Bank made its ‘expectation’ clear that in the future only the Power Cell would be processing Independent Power Producer projects.

To make investment in Bangladesh’s power sector an attractive opportunity for multinational corporations, the World Bank offered a number of prescriptions in 1997. These included: (1) the commercialization of BPDB’s generation assets and establishment of profit centers; (2) the commercialization and corporatization of the distribution units; (3) private sector participation by way of rehabilitation, operation and maintenance (ROM) contracts in selected profit centers; and (4) BPDB’s proposed direct investment in four public sector power generation projects (Barapukuria coal based, Shahjibazar, Baghabari, Sylhet gas turbines) to be postponed and these to be carried out through IPPs. These asked, in clear terms, to dismantle another public sector institution and to clear path for the multinational companies in power sector, i.e., IPPs and to subsidize these efforts by public money.

Things proceeded accordingly. After IPPs were given contracts the cost of electricity to the citizens of Bangladesh, as happened with the gas, also increased by more than 200 percent. And similar to the experience of the state agency for gas exploration and distribution (Petrobangla), which was given responsibility to purchase gas from multinational oil companies at a higher price with foreign exchange, BPDB, the state agency for power production and distribution, was also given the same task. As a consequence, Bangladesh Power Development Board joined Petrobangla in incurring losses. This pattern was already evident by 1998. Since then, the World Bank and the Asian Development Bank have applied pressure to ensure payments occurred to the multinational corporations. This is usual lobbying. It should not be taken as surprising that the Bank, kept mum on the compensation payment from UNOCAL to Bangladesh due for many years which is more than tk 60 billion. On the contrary, it put all strength to close down Adamjee jute mills and through away about 100 thousand people under poverty line accusing it for making loss of tk 12 billion in 30 years!

Since mid 90s, foreign direct investment increased dramatically. Presence of Multinational Corporations (MNCs) in gas, electricity, hybrid and telecommunication became visible, and new contracts were being signed in gas, telecommunication and power sectors. After working long to pave the way for this anti-development foreign direct investment, the World Bank shifted its emphasis for gas sector. In 1999, the World Bank stated that the nature of foreign direct investment “has implied little augmentation of foreign exchange reserves”, because, “the bulk of FDI in the power sector so far is made up of imports (e.g. pre-fabricated barge mounted power plants); so are capital costs of IOCs engaged in the gas sector, and much of the foreign investment and lending in the telecom sector finance imports of telecommunications equipment”.

The World Bank, therefore, made it clear that, “the import intensity of FDI inflows and subsequent profit repatriation and interest payments imply a worsening current account deficit associated with FDI.” In order to understand reasons behind World Bank’s unusual recognition of adverse effects of foreign direct investment in Bangladesh one has to go further to read their suggestion: “there is no discernible accumulation of foreign exchange reserves in the absence of gas exports”. The prescription offered in 1982, i.e., export of gas, appeared as a compulsion in 1999.

Therefore, if we sketch the steps taken by the World Bank and its allies in the energy sector we find the following:

Step 1: Study on Energy to provide a policy prescription to restructure and downsize public institutions in order to create space for others.

Step 2: Argument followed that the foreign private investment would provide an inflow of foreign currency, would ensure remarkable development of the energy sector and would contribute to develop other sectors as well. Precondition of this was to downsize or dismantling public institutions.

Step 3: Constant advocacy for raising price of gas and electricity.

Step 4: Gas blocks awarded to the Multinational Corporations. According to the contract, Bangladesh is bound to purchase its own gas with more than double of present price and with foreign currency. National exploration agency has been kept idle. Budget deficit and negative effect on foreign exchange reserve increased. Similar things happened in power sector.

Step 5: Further increase of the price of gas and power, export of gas are prescribed to avert further crisis and to ensure further development.

The results of these steps have been disastrous for the economy and the people. Because, (1) price of gas and power on a continuous increase, as a result of that (2) cost of production in every level increased which resulted fall in competitiveness of Bangladeshi goods; (3) hard earned currency are being used to purchase gas and electricity which could be bought with local currency at a much cheaper rate (4) dismantling of local production skill and exploration establishment; (5) losses of BPDB and Petrobangla becoming huge; (6) common property becomes private property being used to maximize profit and (7) public resource like natural gas becomes huge liability.

This is a pattern of doings of the World Bank and its allies, a ‘road map’ to ensure businesses to big corporate bodies by creating a myth that they are working for the people and development of the poor countries.

USGAO reports on the US body

Nobody would deny, considering facts, that the World Bank, despite its rhetoric, is effectively an extension of US administration. It was born in the US, it is compulsorily headed by a US citizen and all of its decision is influenced or monitored by the US administration, the US treasury in particular. This assertion is documented by a report prepared by United States General Accountant Office (USGAO) that investigated the World Bank’s operations and policy implementation performance. The report says that the World Bank operations support the US economic and foreign policy. It shows the link between the Bank and the US government clear, "through the Secretary of the Treasury and the US Executive Director, the United States influences the Bank to take actions consistent with the US post-Cold War foreign policy agenda.... The Bank promotes economic development consistent with the US interests”. According to the report published in the US media “for every $1 contributed to the World Bank and IDA over the years, the country (US) got roughly $2 back in business for American firms that bid on contracts involved in providing this aid.” This is much more in many cases in Bangladesh. The World Bank, therefore, can be viewed as the US institution, that takes care of the US corporate investment, and works as an instrument to bargain with different countries to protect the US imperial interest. So, the Bank, in other words, is obligated not to promote any kind of development, which is inconsistent with the US and other corporate interests.

The World Bank’s project performance reviews often present devastating pictures. Such a conclusion was also noted by the USGAO. After investigating many projects around the world the organization also observed that, “in terms of achieving project objectives, the Bank’s rate of success is much higher in meeting physical objectives (e.g., completing buildings and administering social services) than in improving market and policy conditions for economic growth.” In fact, the discussions on success or failure of projects sometime ignore the World Bank’s agenda. The agenda is acknowledged in World Bank’s own documents that indicate that the Bank was structured to ‘promote private foreign investment’. The documents continued by stating that the Bank “has many of the characteristics of a private sector institution. It is organized as a stock corporation, with voting rights proportional to equity investment. It finances itself in private capital markets, through medium-and long term bond issues on commercial terms, applying conservative financial policies that have earned and preserved a triple-A bond rating...It has consistently earned a profit over $1billion ”

Corruption and Immunity to the Coalition

The World Bank always tries to make point against corruption, tries to show that they are pursuing programmes to curb corruption in Bangladesh and elsewhere. Wrong! History and geography show that never nowhere the World Bank feels happy with the governments who really want to end corruption. Corruption is huge in Bangladesh, but that is why the Bank find here very strong support base. How can institutions like this survive without the life support of corrupts? How can otherwise the projects World Bank pursues be endorsed?

In fact the World Bank does enjoy the status of ‘sovereign body’, entering everywhere but no accountability. It appears that the agency needs now to have that status as legally valid. The present government’s move to give immunity to the World Bank is not inconsistent. It is also consistent with its recent agreement with the US government to give immunity to the US nationals (especially US Army) from any trial for their crime (planning to commit?) in Bangladesh. Government spokesmen, ministers Saifur Rahman and Moudud Ahmed in particular, recently defended strongly the immunity move by saying that responsibility of all the projects lie with the government. Very much true, indeed! The governments, present and past, are primarily responsible for all disasters made through development projects and otherwise. They must explain and should stand before trial. Then why the immunity law? Why legal procedure is being restricted? Let the court identify responsible parties and the degree of their crime.

We understand their problem. A coalition is there which smells trouble in the air. World Bank along with other agencies, local policymakers i.e., ministers, bureaucrats, consultants, commission agents are the honourable members of the coalition. It seems that all of those need to keep all things away from any public scrutiny; they need to seal for ever the possibility of opening the Pandora’s Box to show the ugly faces!

But even if government gives immunity people will not. There are number of public trials already held in different parts of the world. The number will increase at a faster rate. The global institutions like the World Bank, by their worldwide similar operations, invite affected billions of people to raise voice against them, to create global resistance. Immunity will not be able to save them from that people power nor will the local goons, the beneficiary groups, be spared for ever.

On March 22, 1991, a crusading journalist named David Armstrong
became the editor of the Texas Observer. His career at the most
liberal and outspoken Texas magazine lasted just over eight
months. On April 5, 1991, he wrote an article entitled "The
Great S Robbery: Spookbuster Pete Brewton Tells All." On July
26, 1991 another article by Armstrong was entitled: "Oil in the
Family." On September 20, 1991, Armstrong wrot another piece
entitled: "Global Entanglements." The cover featured a cartoon
of George "W" Bush with "Harken" on his head and CIA agents
(spies) all around him.

On November 29, 1991 David Armstrong's name appeared on the
masthead of the Texas Observer for the last time. Armstrong
deplored and described what he termed a trend of preemptive
journalism: "Mainstream media have never demonstrated a keen
interest in challenging the status quo. Contrary to the popular
image of an independent and adversarial press, U.S. corporate
media are, in fact, little more than lackeys for elite
interests."

Armstrong also blasted criticism of Stone's JFK movie prior to
the scenes even being shot. He criticized Times Harken coverage
as "half-measures." His last Texas Observer words were: "Time's
handling of the Harken story is just one more example of the
disturbing trend toward preemptive journalism. The consequences
of this practice are serious indeed, for it has the potential to
not only diffuse and obscure information, but to prevent it from
ever being debated in the public arena at all. Unlike the
alternative press, mainstream sources are widely available and
well indexed. For that reason, they are widely cited and help
shape official history. Twenty years from now when George W.
Bush is running for president, researchers and journalists
interested in his business activities in Texas will likely turn
to Time magazine and other mainstream sources of their
information. But if they're interested in reading the whole
story, they'll have to look elsewhere."(23)

Thus ended David Armstrong's editorship at the Texas Observer.
It is believed that there was a last conversation between
Armstrong and his publisher but no explanation was ever written
that explained his departure to the Observer's readership.
Armstrong's prophecy of a run for the presidency by George "W"
Bush has now come true. But his pen is no longer telling more of
the real Bush story.

Human Rights in the New World Order

"To take the favourite example, instead of my picking an example, let's let the Clinton administration pick its example. Their example is Haiti. They now put that forth right now, as the prime example, I am quoting, of the "immense opportunities of the new world opening before us, as we consolidate the victory of democracy and markets". That is the National Security Advisor Anthony Lake, who is kind of the intellectual of the administration. speaking to the Council on Foreign Relations right after the American troops landed in the restored democracy.

I'll spare you the shameful history, including one of the prime examples of what is known technically as "Wilsonian idealism" - Wilson's murderous invasion of Haiti, which killed several thousand people, re-established slavery, established the rule of the National Guard to control the people, while turning the whole country into an American plantation, later into an export platform for assembly plants where workers, mostly women, try to survive on 5-10 cents an hour, working 12 hour days under impossibly miserable conditions. That is also what is called an economic miracle. In fact, during the 1980s, when this was going on, USAID described Haiti as becoming "the Taiwan of the Caribbean". Meanwhile real wages were dropping 50%. What was let of the agricultural system was being destroyed by the usual development policies, as they are called.

In fact everything was going just fine until 1990, when Washington committed a tactical error. They allowed a free election. The reason was that they were confident, as was everyone, that their own candidate, with enormous resources and so on - their candidate was Mark Bazin, a World Bank official - everybody assumed he would just walk away, win easily and continue with the economic miracle. Well, the problem is nobody was paying attention to what was going on in the hills where the peasants live and the slums of Port-au-Prince and so on. What was going on there was something pretty remarkable. The peasants in the hills and the slum dwellers had created a very vigorous and lively civil society, with grassroots movements and unions and all sorts of other things, and in fact it was powerful enough to sweep into office their own candidate, with an overwhelming majority, just shocking everybody. The standard line these days is that we have to go back to Haiti and teach them democracy, because these backward people don't understand it. Outside of a real commissar culture,9 anyone would just crack up with laughter watching this. We could go to Haiti and go up to the hills and learn something about democracy.

The US turned at once to undermining the elected Aristide government in every possible way to correct the error. Seven months later it was overthrown in a military coup. That set off three years of brutal terror. The Organisation of American States called an embargo. Washington at once undermined the embargo, namely by exempting US firms, saying they were doing this for the benefit of the people in Haiti. The only way to benefit the people of Haiti is to exempt the US firms from the embargo. The New York Times had an article where they described how they were "fine-tuning" the embargo, because of our human rights interests. So they exempted US firms. Trade in the first year of the military regime was not much below the norm. It increased 50% under Clinton, when he took over. The Bush and the Clinton administrations both informed the Texaco Oil Corporation that the US government would allow their illegal shipments of oil. They informed them that the shipments were illegal, but they said they could do it with impunity, because nobody would do anything about it. Oil is of course the major factor in an embargo. So the oil kept flowing happily to the junta and the rich coup supporters.

You could sort of see it but it was not known that it was authorised by the Bush and the Clinton administrations until Sunday, the day before the troops landed. There was a Justice Department leak of an inquiry into the authorisation. It was no secret. I was monitoring the AP wires that day, because it was obvious that something was going to happen in Haiti. That was when Jimmy Carter was there, meeting General Cedras and his "slim attractive wife" - I don't know if you have read all that stuff. But while this was going on, the Justice Department leaked the story. It was all over the AP wires. It was the main story of the day. It was impossible to miss. They kept repeating it, big story, never been any embargo, never been any sanctions. Both administrations had told the oil companies: you keep shipping oil illegally, we're not going to do anything about it.

I wrote an article the next day about Haiti, but my article was going to come out in six weeks or so. I wrote it in the past tense, as if everybody knew all this, because it was obviously the big story of the week. I was wrong. It was totally suppressed. On Monday, the day of the invasion, there was nothing. I got interested, so I did a databank search on it. On Tuesday, the second day, it hit a newspaper: Pratt's Oilgram, a professional journal of the oil industry, which reported it. On Wednesday, the next day, there were about ten lines somewhere in the Wall Street Journal totally obscure and meaningless, and it started to get into the small newspapers, like Dayton Ohio and things like that where the editors really aren't all that sophisticated and they don't quite understand what has to be suppressed. It has yet to make it to the New York Times and the Washington Post after months. Now, that was obviously the biggest story of the week, when the troops were landing. Biggest story of the week, big headline, any free press would have had a story saying: there never was an embargo, there never were sanctions, we're landing troops for some other reason. We'll wait a long time for that one.

By then the popular organisations had been pretty well decimated. The threat of democracy was removed. The US forces landed with a great fanfare.10 The killers and torturers were sent off to lives of luxury, courtesy of the American taxpayer - I guess their "slim, attractive wives" are fine. But Jimmy Carter doesn't seem to be getting his Nobel Prize11 - probably pretty upset about that. There was great self-adulation all over the place about how we were bringing democracy and freedom back to Haiti. However, there was much less attention - as far as I can determine flat zero attention - to the only important fact, namely that the United States had provided President Aristide with a very specific economic plan, which is public, you can read it if you can find it. The economic plan - here is the crucial passage of it, it says: "the renovated state must focus on an economic strategy centered on the energy and initiative of Civil Society, especially the private sector, both national and foreign". That means the core of Haitian civil society is US investors and the super rich coup supporters. That is Haitian civil society. They have to get the benefits of any foreign aid that is coming in, not the peasants in the hills and the people living in the miserable slums, who made the mistake of trying to enter the public arena.

Well, Haiti is back on track,10 following the principles of Washington and its defeated candidate, Mark Bazin, and it is well on its way to becoming an economic miracle in the usual sense once again."
 
What's really behind the "Free" Software Movement

In 1997 I read an interview of Giant Hardware SUN's CEO in a professional resellers magazine where he unveiled the company's goal: transforming the internet industry into a monopoly like in the telecom industry and for that he said that they would create a software deflation and he predicted that big software IT like Sema Group would disappear at term because they (SUN) would furnish directly online software through their communication pipelines.

What does it mean that they would create deflation ? It means that they would dump the value of software, it will decrease more and more in the future whereas the value of hardware and communication will increase. Of course at the beginning people will profit from that. They will even believe naively in a new world of freedom where people would be free from commercial monopoly. In truth the monopoly is just switching from one hand to another: from the software to the hardware industry.

The two big companies to support this movement are Sun and IBM. Do you frankly believe that IBM also do this for your eyes only :).

At term this means that it is no good to be a software engineer above all with the offshore trend. In fact it is predicted that 10 millions jobs would be lost in IT field in US in the coming 20 years due to this: this is just logical if software decrease value it's not worth anymore to pay people to do that kind job in US because it would be too costfull.

How can such claims be authorised whereas Court has legally proved that Hubbard was a great Drug dealer and a satanic sexual ritual abuser (see below). And People are so gullible, with marketing and a great dose of humanitarian/religious facade it can bring a lot of money. I'm not baffling those who are really humanitarian or religious because I'm sure there are really but most people are incapable of distinguishing between the genuine and the false, the false will in fact simulate better than the genuine one. And that's also true of course in politics, in business, in stock market ... and in everyday's life.

Judge found Hubbard lied about achievements

The Church of Scientology's late founder, Lafayette Ronald Hubbard, left behind a $ 640 million fortune, and an estimated 25 million words in books and lectures that form the spiritual core of his controversial religion.

But some of those words are a legacy of exaggerations, half-truths and outright lies, according to Hubbard's son, court records and critics.

"The organization clearly is schizophrenic and paranoid, and this bizarre combination seems to be reflective of its founder LRH," wrote California Superior Court Judge Paul Breckenridge during a top Scientology defector's court suit against the church.

"The evidence portrays a man who has been virtually a pathological liar when it comes to his history, background and achievements," said Breckenridge, who ruled for defector Gerry Armstrong in the 1984 case.

Some claims by L. Ron Hubbard are hard to refute, like his ideas about past lives. He said he was the reincarnation of Buddha, and of British adventurer Cecil Rhodes, the founder of the former Rhodesia.

Other assertions are transparent.

Hubbard - who died in 1986 - claimed to be a nuclear physicist who traveled into outer space without his body to explore the Earth's Van Allen radiation belt. But his two-year stay at George Washington University in 1931-32 shows that he flunked his only course in nuclear physics.

One of Hubbard's key declarations - that by mental powers alone he healed combat wounds he received as a World War II Navy hero - formed the basis of Scientology in the 1950s.

While recovering from war injuries, he "developed techniques which made possible not only his own recovery from injury, but helped other servicemen to regain their health," the Church of Scientology claims in a 1992 edition of Hubbard's book "Dianetics: The Modern Science of Mental Health."

As a Navy lieutenant, Hubbard commanded at least three ships during the war, including one in the Atlantic - a converted fishing boat, the YP-422, refitted during several months in 1942-43 at the Boston Navy Yard, Navy records show.

In early Scientology biographies it was claimed that Hubbard fought German submarines in the Atlantic. And as recently as January, the Church of Scientology's official Internet site said Hubbard "saw action" in the North Atlantic during the war.

But, in an interview with the Herald, a sailor who served on Hubbard's ship contradicted that claim.

"The YP-422 never saw combat," said former Navy fireman Eugene LaMere, 78, an upstate New York native who now lives in Maryland.

The YP-422 was refitted as a freighter armed with only a 3-inch gun and two .30-caliber machine guns, said LaMere, the first former crewman with direct knowledge of the ship's activities to publicly dispute Hubbard's claim to have seen combat as commander of the YP-422.

And Hubbard's claim of combat, or war wounds, is definitively ruled out by Navy records, according to published reports in Time and Forbes magazines, the Los Angeles Times, the St. Petersburg (Fla.) Times, and books by critics and defectors Jon Atack, Russell Miller and Bent Corydon.

Hubbard was relieved of his command of the YP-422 soon after it set out from the Neponset River on a 27-hour shakedown voyage in September 1942, the reports say.

"Lt. L.R. Hubbard . . . is not temperamentally fitted for independent command. It is therefore urgently requested that he be detached," the commandant of the Boston Navy Yard wrote in October 1942 to the vice chief of naval operations, the reports said.

According to a court affidavit written by his son, L. Ron Hubbard Jr., the elder Hubbard was "relieved of (military) duty on several occasions," including once in the Pacific in 1944 when he "apparently concealed a gasoline bomb on board the USS Algol in order to avoid combat."

The affidavit - obtained by the Herald - is on file in U.S. District Court in Boston in connection with a 1991 suit filed by Scientology against the U.S. Department of Justice and the FBI's Boston office. The church had sued under the Freedom of Information Act to gain access to government documents.

And there were other incidents that marred Hubbard's Navy career. He once ordered a depth-charge "battle" against nonexistent Japanese submarines off the Oregon coast, and he illegally fired on Mexican territory, according to published reports.

An admiral wrote in 1943 that Hubbard was "lacking in the essential qualities of judgment, leadership and cooperation," and the U.S. naval attache to Australia wrote in 1942, "He is garrulous and tries to give impressions of his importance," the reports said.

The court affidavit by Hubbard's son also describes some of his father's postwar activities.

Hubbard practiced Satanic sexual rituals in the late 1940s in southern California, and suffered from paranoid schizophrenia, the son said.

"Drug addiction, venereal disease and impotency, wife beating, bizarre 'black magic' occult practices, forgery, writing bad checks, and miscellaneous fraudulent activities including bigamy" preoccupied Hubbard after his Navy discharge, said Hubbard's oldest child - by the first of Hubbard's three wives - who was trying to gain control of his father's estate.

During the late 1940s, while Hubbard struggled to make a living as a writer, he told a group of science fiction writers of his plans to get rich, Pennsylvania writer Lloyd Eshbach wrote in his book "Over My Shoulder."

"I'd like to start a religion. That's where the money is," Hubbard said in 1948, according to Eshbach.

Born in Nebraska in 1911 to a career Navy officer, Hubbard was described by friends as quick-witted, with great personal charisma and a gift for writing pulp science fiction.

He had a lifelong affinity for the nautical life and within Scientology he created his own paramilitary version of the Navy, wearing a white uniform with ribbons and gold braid, and appointing himself commodore over thousands of devotees.

By the summer of 1962, Hubbard felt confident enough to urgently request a meeting with President Kennedy, to discuss "his study known as 'Scientology' which he feels vital in space race," according to a White House memo on file at the John F. Kennedy Library in Dorchester.

"Such an office as yours receives a flood of letters from fakes, crackpots and would-be wonderworkers. This is not such a letter," Hubbard wrote to Kennedy. He offered to counsel U.S. astronauts for $ 25 an hour, saying he could increase their IQs and stamina.

Hubbard did not get the warm welcome he hoped for from Kennedy.

Apparently believing that Hubbard might pose a security threat to the president, a White House aide wrote a January 1963 memo saying, "Final disposition: respectfully referred to the protective research section" of the U.S. Secret Service, said Maura Porter a Kennedy Library staff member.

On Dec. 1, the "Washington Wire" column in the Wall Street Journal published this gratifyingly noir item about the postelection drama in Florida:

"Madame Butterfly" Theresa LePore wasn't always an embattled Palm Beach ballots chief. In the 1980s, she moonlighted as a flight attendant on private planes owned by Saudi weapons dealer Adnan Khashoggi, a middleman in Reagan administration arms sales to Iran.


Connoisseurs of Khashoggi-centric conspiracy theories should have little difficulty using this information to finger Khashoggi as the mastermind of the plot to deny Al Gore the presidency. Khashoggi has close ties, from Iran-Contra and elsewhere, to the Republicans, and vaguely defined ties to Dubya's father. (In a 1990 court case, Khashoggi's phone records revealed that Khashoggi had spoken at least twice with George Bush's vice-presidential office during 1985 and 1986.) LePore worked for Khashoggi during the 1980s, when, according to her official biography, she was chief deputy supervisor of elections in Palm Beach County, a job she held until 1996, when she was elected supervisor of elections. Ergo, LePore has been working as a Khashoggi asset to elect the son of Khashoggi's old comrade-in-arms, George Bush!

Chatterbox doesn't actually believe this, of course. But the Journal's tidbit does provide an occasion to play one of Chatterbox's favorite games, "Six Degrees of Adnan Khashoggi," in which the shadowy international arms merchant is connected to every scandal of the past 40 years and some that occurred even earlier. The Iran-Contra Affair

According to the Report of the Congressional Committees Investigating the Iran-Contra Affair issued in November 1987, the sale of U.S. arms to Iran through Israel began in the summer of 1985, after receiving the approval of President Reagan. The report shows that Israel's involvement was stimulated by separate overtures in 1985 from Iranian arms merchant Manucher Ghorbanifar and National Security Council (NSC) consultant Michael Ledeen, the latter working for National Security Adviser Robert McFarlane. When Ledeen asked Prime Minister Shimon Peres for assistance, the Israeli leader agreed to sell weapons to Iran at America's behest, providing the sale had high-level U.S. approval.

Before the Israelis would participate, says the report, they demanded "a clear, express and binding consent by the U.S. Government." McFarlane told the Congressional committee he first received President Reagan's approval in July 1985. In August, Reagan again orally authorized the first sale of weapons to Iran, over the objections of Defense Secretary Caspar Weinberger and Secretary of State George Shultz. Because of that deal, Rev. Benjamin Weir, held captive in Lebanon for 16 months, was released.

When a shipment of HAWK missiles was proposed in November of that year, Israeli Defense Minister Yitzhak Rabin again demanded specific U.S. approval. According to McFarlane, the President agreed.

By December 1985, the President had decided future sales to the Iranians would come directly from U.S. supplies.

According to the committees' report, NSC aide Lt. Col. Oliver North first used money from the Iran operation to fund the Nicaraguan resistance in November 1985. He later testified, however, that the diversion of funds to the Contras was proposed to him by Ghorbanifar during a meeting in January 1986.

Saudi billionaire oil and arms trader Adnan Khashoggi said in an interview on ABC­TV on December 11, 1986, that he advanced $1 million to help finance the first arms shipment in the Iran-Contra arms scandal and put up $4 million for the second shipment. According to the President's special review board chaired by former Sen. John Tower, a foreign official (reportedly Saudi King Fahd) donated $1 million to $2 million monthly from July 1984 to April 1985 for covert financing for the Contras. Saudi Arabia denied aiding the Nicaraguan rebels, but the New York Times reported the contribution may have been part of a 1981 secret agreement between Riyadh and Washington "to aid anti­communist resistance groups around the sophisticated American AWACS radar planes, according to United States officials and others familiar with the deal."

The Joint House-Senate Committee praised the Israeli government for providing detailed chronologies of events based on relevant documents and interviews with key participants in the operation. Its report also corroborated the conclusion of the Tower Commission: "U.S. decision makers made their own decisions and must bear responsibility for the consequences."

Even your eight-year-old might say yes! About a year ago, I was in a suburb of Chicago visiting a lab school there and speaking about money to a classroom of eight-year-olds. This school was expensive to attend, about $5,000 or more a year. So you would think that parents paying that kind of tuition for an eight-year-old would not have money worries. Which is why I was so shocked by what happened.

There were about 20 kids in front of me, and I asked them a simple question: What is your greatest fear when it comes to money? The parents in the room rolled their eyes when I asked this question; I could tell they were most likely thinking, "Suze, have you lost it? Second-graders don't worry about money." But one sweet little girl raised her hand and said the following: "My greatest fear is that one day I will have to support my parents." The room came to a total stop. What did she just say? I asked her why she felt that way and she said that almost every night she hears Mommy saying to Daddy that if he doesn't stop spending all their money on electronic gadgets they were going to end up in the poorhouse with no one to support them.

And that wasn't the end of it. I looked around at the rest of the children, assuming the little girl who spoke up was a rare case, and I asked the other kids if they could relate. One by one, they started raising their little hands to say something similar. Sad as it is, this is a very true story.

about electronic voting and cheating

Statistically there are huge chances that cheating has taken place I will just remind berkeley's article. It was rather expected since there has been problem already in previous presidential election. My brother has seen a tv report a few months ago - unhappily I missed it - where it was said that password was only on 2 characters so that nearly any hacker can access the system easily. They made a test election and as nobody reacted they just concluded that cheating was ok: people have been completely complacent since nobody focused on that fact.

as he pointed out the difference between "government of free opinion" vs "government by the opinion" this is the kind of distinction that is subtle and that's why it's so easy to abuse people. I understand that "government by the opinion" means opinions by medias who falsely pretend to represent people's free opinion whereas it represents lobbies opinions in the name of people and this kind of vote is just an extension: virtual votes now pretend to represent people's opinions.

So where is democracy ? How can people even stand that ? Simple: Corporate America has managed to make them passive. Oh yes they let people talk but it's useless since their voice can be deformed by medias and by electronic systems when needed. In fact in France Investigative Journalists have shown that to make people accept corruption as "Normality" Specialists of Communication have advised Politicians and Multinationals that Corruption must be exposed ad nauseum so that people now say "Well it has always been like that" that's how abnormality becomes the norm. With successive derivations people won't even see dictature coming : they expect a "coup d'état" there is no need to do that: little by little is the surest way with the help of government coercitive laws.

When I read this text law, I have a strange sensation: all the text is just a declaration of good intentions in a first part of a sentence but that has always a counterpart that annihilates the first part.

In the introduction it is said that "contempt of the rights of man are the sole cause of public calamities and of the corruption of governments" that is to say the root of evil is corruption of governments and at the same time all the law is about legitimising the power of government which can turn against citizens.

The text law is about giving power to government and not really about garantee that the government will conform to human rights. Indeed history has shown that this text has never protected civilisation since we have known Nazism, Communism and Atrocities commited in the name of "Democracy" whereas it is for the interest of the Corrupted Governments like in the former time.

This text law should be rewritten to put the guarantee Goal of Human Rights in first place instead of the guarantee of Government Power that is supposedly aimed at defending Human Rights whereas its corruption will aim to act against Human Rights. For me it's a flaw at the origin like a software bug in the Operating Software: everything that is based upon will be bugged.

The way a SYSTEM has been conceived impacts the most how it will work and people can't really circumvent that only in a few proportion. That's what I also learnt with Deming's approach in Quality Management.

But like me, people don't like to read text laws. I think one must make some effort: it is there that the real defense of democracy is, not in political parties that are just aimed to control and herd people against one another so that they can't unite together against the corruption of both left, right or whatever center.

We have already noted that the Saudi Binladen Group's financial holdings are managed by the Carlyle Group.

Created in 1987, the Carlyle Group today manages a $12 billion portfolio. It has a majority interest in Seven-Up (who oversees bottling operations for Cadbury Schweppes), Federal Data Corporation (who, for example, furnished the civil air-traffic monitoring systems equipment for the FAA), and United Defence Industries Inc. (the principal furnisher of equipment for the US, Turkish, and Saudi armies). Through the companies it controls, the Carlyle Group is the 11th largest US arms supplier.

In 1990, the Carlyle Group became the subject of an extortion lawsuit. A Republican lobbyist, Wayne Berman, had diverted pension funds and given them to the Bush campaign; one of these had paid a million dollars to the Carlyle Group to obtain a public contract in Connecticut.

This management fund is presided over by Frank C. Carlucci (former CIA assistant director, then Secretary of Defense). Advisors include James A. Baker III (former Reagan chief of staff, then Secretary of the Treasury, finally Secretary of State under Bush père) and Richard Darman (former budget director). To represent it overseas, the Carlyle group retains the services of John Major [John Major Link to Bin Laden Dynasty, Sunday Herald, 7 October 2001], former British Prime Minister, and George H. W. Bush [Bush of Arabia, The Nation, 27 March 2000, and Elder Bush in Big GOP Cast Toiling for Top Equity Firm, New York Times, 5 March 2001] (former CIA director, then President of the United States).

Among the other directors of the Carlyle Group, we find Sami Mubarak Baarma, who is Khaled Ben Mahfouz's authorized representative, and one Talat Othman… two people with direct ties to the current President of the United States.

Indeed, George W. Bush obtained his personal fortune through the good business deals he was able to make as head of the Harken Energy Corporation [which was originally named Arbusto]. This small Texas petroleum company held the Bahraini oil concessions, as a retrocommission of the American-Kuwaiti contracts negotiated by President Bush père [Fuel for Fantasy, Forbes magazine, 3 September 1990, and Ex-Bush Aide Turns to Stumping for Kuwait… While Junior Reaps Oil Windfall, The Guardian, 12 December 1990]. This, of course, is a completely illegal operation.

Khaled Ben Mahfouz was a Harken shareholder to the tune of 11.5%. His actions were "carried out" by one of his representatives, Abdullah Taha Bakhsh. Talat Othman was an administrator. Meanwhile, Osama's eldest brother, Salem, was represented on Harken's board of directors by his American representative, James R. Bath.

The Bank of Credit and Commerce International (BCCI) was an Anglo-Pakistani establishment with branches in 63 countries. It was jointly held by three large families: the Gokals of Pakistan, the Ben Mahfouz family of Saudi Arabia, and the Geith Pharons of Abu Dhabi [The French chargé d'affaires of Geith Pharon, Farid Djouhri, took out a two-page ad in Le Figaro and Le Monde in October of 2001. This communication project was intended to deny any connections between Geith Pharon and Osama bin Laden and to assure its integrity. Then, at the insistence of the former CIA director, Vice-President Bush (père), the Reagan administration used the BCCI again to transfer Saudi donations to the Nicaraguan Contras, and to transfer CIA funds to the Afghan mujahedeen. The BCCI is additionally implicated in the Syrian Sarkis Sarkenalian's arms deals, in the Keating scandal in America, in trader Marc Rich's affairs, in financing the Abu Nidal group, etc. For sure, the bank went down when it came out that the bank was also laundering money for the Medellin cartel. A million small investors were swindled out of their money when the bank shut its doors.

The fact that the BCCI was able to be manipulated, if not actually created, by the CIA, shouldn't come as a surprise. There's a long-standing banking tradition in the US intelligence services, ever since the founding of the OSS by corporate lawyers and Wall Street courtiers. Two former CIA directors, Richard Helms and William Casey, worked at BCCI, just as did two prestigious CIA influence agents [[deux prestigieux agents d'influence de la CIA]], Adnan Khashoggi [Adnan Khashoggi, The Richest Man in the World, by Ronald Kessler (Warner Bros. Books, 1986)] and Manucher Ghorbanifar (the central Irangate trader). Not to mention Kamal Adham (King Faisal's brother-in-law and head of the Saudi secret service until 1977), Prince Turki al-Faisal (head of the Saudi secret service from 1977 until August 2001, tutor to Osama bin Laden), and Abdul Raouf Khalil (adjunct director of Saudi secret service).

If memory serves, you'll note also that the BCCI seems to have played something of a supernatural role in France as well. Notably, it served to disguise the transfer of American/French nuclear technology to Pakistan and to pay for hostage releases. A businessman with close ties to Charles Pasqua, Dominique Santini was ejected from the country for his role in BCCI [L'énigme Pasqua, by Thierry Meyssan (Editions Golias, 2001)], independently of his being sued in France in the Elf-Thinet affair. Three years after the bank's collapse, its former directors acted as intermediaries in getting the Sawari-II contract passed, and they organized a system of retrocommissions which was supposed to finance Edouard Balladur's presidential campaign. The questioning brought forth by this star sale to Saudi Arabia led Jacques Chirac, upon his arrival at the Elysée, to have François Leotard, Edouard Balladur's former Defense Minister, listened in on. The BCCI worked in very close collaboration with SICO [originally called CYGNET], a Swiss investment subsidiary of the SBG, and one will notice one of Osama bin Laden's brothers, Salem, among the ranks of its administrators.

Held solely responsible for the BCCI's failure, Khaled ben Mahfouz was put on trial in the United States in 1992. He managed to have the charges against him dropped in 1995, with the issue of a transaction with the bank's creditors in the amount of $245 million.

If it is the case, as numerous American officials aver, that the bin Laden family continues to maintain relations with Osama and to finance his political activities, then the Carlyle Group, which manages the financial holdings of the Saudi Binladen Group, would necessarily be implicated in insider trading. George Bush père would therefore be one of the lucky beneficiaries of the stock-trading maneuvers of 11 September 2001. A pretty good reason for the FBI and IOSCO to close the shutters on the investigation.

MacArthur had abolished the Zaibatsu -- the confederations of companies that had dominated the pre-war Japanese economy. These groups, the remnants of which survive today in the form of Japan's enormous trading conglomerates, created domestic cartels, manipulated supplies and prices, and generally established the long Japanese tradition of building a robust economy on the backs of submissive consumers. MacArthur blamed the war on the Zaibatsu and its leaders, who he banned from participating in their old companies, taking virtually all top managers out of the labor pool (they later returned, following the end of U.S. occupation of Japan, and ex-Zaibatsu leaders were mainly responsible for Japan's economic resurgence in the 1960s). With all the leaders gone, Sarasohn had to promote middle managers, when he could find them, into the top jobs.

Under Sarasohn's control, the Japanese electronics industry began to make slow progress. Yields rose over time as new production methods were adopted, eventually reaching around 75 percent for vacuum tubes (Sylvania, which set the world standard for vacuum tubes, had an 85 percent yield at the time). But there still wasn't a deep understanding of the need for quality.

"I remember visiting the Hirakawa Electric Company in Osaka (the company is today called Sharp Electronics). The manager wanted to show me that he understood my lectures about having a clean workplace," Sarasohn said. "He had hired a man specifically to keep the place clean. We found him in one of the big assembly areas. This fellow had a stick with a string coming from the end of it, and on the end of the string were a couple of pieces of ribbon. He was going around the assembly benches, flicking this stick, using the ribbons to push the dust around a little. The plant manager looked on proudly, thinking that his man was 'cleaning' the plant, and that I would be impressed."

On another occasion, Sarasohn made a surprise visit to the Tokyo Communication Engineering Company. He'd given the small company an important job, building a special piece of electronic equipment, but the project was long overdue. Travelling alone across Tokyo, he appeared without warning at the electronics factory, demanding to see the equipment he'd ordered. The owners were absent, parts were scattered everywhere and covered with dust. The special project, a radio station studio mixing console, lay about in pieces, barely begun. Furious with what he saw, Sarasohn exited without a word, leaving the workers in disgrace.

When they heard about the disastrous visit, the two founders of the Tokyo Communication Engineering Company hurried across the city to mollify Sarasohn. Their business was only a couple years old, and they didn't want its history to end that day.

The issue was quality. The plant was a mess. The special project was not only unfinished, the quality of work that its parts displayed was bad. Sarasohn gave them one last chance. "I told them to either mend their ways or lose their jobs," he said.

The Tokyo Communication Engineering Company later changed its name to Sony Corporation. The two men who came to plead for the survival of their company were Sony co-founders Masaru Ibuka and Akio Morita.

When the Second World War ended, American leaders thought their occupation of Japan might last forever. But by 1949, it was clear to Sarasohn that the Korean War was coming, and that the American occupation of Japan would soon end. If his work was to survive, he had to find a way of permanently instilling in Japanese industry some regard for quality.

After he set up the Electrical Test Laboratory, Sarasohn wanted to develop a course in American management techniques specifically for Japanese plant managers. But some members of the occupation forces opposed spreading U.S. production know-how to the Japanese.

The issue was decided in a 20-minute presentation before General MacArthur. The General had long before stopped following the letter of his original orders, which told him specifically to "not assume any responsibility for the economic rehabilitation or strengthening of the Japanese economy." Sarasohn argued that without better management, Japan would be a long-term drain on U.S. taxpayers. His opposition, the head of the Economics and Social Section, argued that the program Sarasohn was proposing could turn Japan into an economic monster that would threaten the U.S. in world markets.

"Go do it," MacArthur said casually on his way out the door, changing the course of world history.
